Under the Patronage of H.E. Minister of Agriculture Professor Rizq Salimiya: Announcement of the Launch of Agricultural Insurance Services at ARMT

Under the patronage of H.E. Minister of Agriculture Professor Rizq Salimiya, ARMT announced today, September 15, 2025, the launch of agricultural insurance services. The announcement came during an official ceremony held at Al-Karmel Hotel in Ramallah, attended by the Palestinian Capital Market Authority represented by its Chairman, Mr. Ammar Al-Aker, and the Palestinian Insurance Federation represented by its Chairman, Mr. Anwar Al-Shanti.

The ceremony was opened by the Chairman of the Board of Directors of ARMT, Mr. Abdel Ghani Al-Atari, who provided an overview of the company, its geographical presence, financial data, and market share, before presenting a general vision of agricultural insurance and its role in supporting the resilience of Palestinian farmers.

For his part, the Chairman of the Palestinian Capital Market Authority, Mr. Ammar Al-Aker, expressed his appreciation for the Palestinian capital invested in the insurance sector and for ARMT for its pioneering role in innovating new insurance products that meet the needs of Palestinian citizens. He also referred to the supervisory role exercised by the Authority to ensure the quality of insurance services provided by insurance companies. At the end of his remarks, Mr. Al-Aker called on insurance companies to innovate and offer products that meet the needs of the Palestinian market.

As for the role of the Palestinian Insurance Federation, its Chairman, Mr. Anwar Al-Shanti, praised the initiative of Holy Land Takaful Insurance Company in offering creative solutions that meet the real needs of the local market, through the announcement of three insurance products targeting highly invested sectors in agriculture.

In his speech, Mr. Al-Shanti presented statistical data on the Palestinian insurance sector compared with some neighboring countries, noting that this sector remains promising and has great opportunities for horizontal expansion through the introduction of new insurance products.

Presenting the details of the newly announced products, the General Manager of Holy Land Takaful Insurance Company, Dr. Ahmad Musha’sha, emphasized the importance of agricultural insurance for Palestinian citizens and its role in driving the economy. He explained the products announced, namely: the Palm Tree Insurance Policy; the Livestock Insurance Policy, which includes coverage for cows, calves, and sheep; and the Poultry Insurance Policy, which covers closed systems for broilers, broiler breeders, and layers. He also expressed his gratitude for the continuous support of the Ministry of Agriculture and its partnership with the private sector in advancing the governance of the agricultural insurance sector.

In his closing remarks, the Minister of Agriculture, Professor Rizq Salimiya, affirmed—during his participation in the launch of the second batch of agricultural insurance products prepared by ARMT—that the Ministry of Agriculture attaches great importance to strengthening the philosophy and mechanisms of partnership and complementarity between the public and private sectors as a foundation for developing and sustaining the agricultural sector. He pointed out that the introduction of specialized insurance products covering cows, sheep, poultry, dates, field crops, and others represents a pivotal step toward providing a safety net for farmers and enhancing their ability to withstand challenges and maintain production. He further noted that launching such products is consistent with the Ministry’s vision of building an integrated agricultural system capable of facing risks, protecting agricultural investments, and providing a more stable environment for farmers. He stressed that investment in agriculture is both an investment in food security and in national security, and that institutionalizing cooperation with insurance companies and the private sector is a fundamental pillar for advancing the agricultural sector and transforming it into a promising field that achieves both economic and national goals.

The Minister also highlighted that agricultural investment relies on two main pillars: the first is the robustness of the agricultural insurance system, which, with today’s announcement by ARMT of new products, has been significantly reinforced. The second pillar is agricultural lending, where he called on the private sector, especially banks, to cooperate in strengthening this area, which has recently undergone governance reforms and secured a major financing project to relaunch it and put it back on the right track.

At the end of the ceremony, a cooperation agreement was signed between the Ministry of Agriculture, represented by Deputy Minister Engineer Badr Al-Hawamdeh, and ARMT, represented by its General Manager, Dr. Ahmad Musha’sha. Under this agreement, the two parties will cooperate to develop new insurance products in line with the vision of the Palestinian Ministry of Agriculture.
