- Born in the town of Qalandiya / Jerusalem in 1960.
- He holds a PhD in Islamic Sciences from Al-Zaytouna University – Tunisia (2015).
- He earned a Master's degree in Islamic Studies from Al-Quds University (2005).
- He obtained a Bachelor's degree in Da'wah and Fundamentals of Religion from Al-Quds University (1982).
- He has held several positions in religious and educational institutions, most notably:
- Assistant Undersecretary for Da'wah and Guidance Affairs at the Ministry of Awqaf from 2006 to 2018.
- Member of the Palestinian Higher Fatwa Council from 2014 to 2018.
- University lecturer since 2006 to the present.
- He has authored numerous works in history, heritage, and Islamic jurisprudence.
- He has participated in many national and international conferences.
- His scholarly research has been published in peer-reviewed local and international journals.
- He served as a member of the Sharia Supervisory Board at the Palestinian Takaful Insurance Company from 2018 to 2023.
